Samuel Bagenstos is the Frank G. Millard Professor of Law at the University of Michigan. Sam specializes in constitutional and civil rights litigation, and he not only teaches it, he practices it. He frequently consults with civil rights organizations and has argued 4 cases before the Supreme Court, concerning protections for pregnant workers and the constitutionality of Title II of the Americans with Disabilities Act. He has testified before Congress on several occasions in support of the Fair Pay Restoration Act, the ADA Amendments Act, the Employment Non-Discrimination Act, and the Convention on the Elimination of All Forms of Discrimination Against Women.

Sam Bagenstos was a political appointee in the U.S. Department of Justice from 2009 to 2011, serving as the principal deputy assistant attorney general for civil rights, the No. 2 official in the Civil Rights Division. His stint there included a significant update of the Americans with Disabilities Act regulations and the reinvigoration of the Civil Rights’ Division’s enforcement of the Supreme Court’s Olmstead decision, which guarantees people with disabilities the right to live and receive services in the most integrated setting appropriate.

His early legal career included clerking for the Hon. Stephen Reinhardt on the U.S. Court of Appeals for the Ninth Circuit and serving as a law clerk for Justice Ruth Bader Ginsburg of the U.S. Supreme Court.
